The pomp-filled summit of Mr. Xi and Russian President Vladimir Putin showcased a growing challenge to the West. But since Moscow’s disastrous invasion of Ukraine, which triggered a host of Western sanctions and an exodus of Western firms from Russia, Moscow has been forced to turn sharply to Beijing to keep the economy afloat.
